After earning promotion to the Football League, 2003/04 saw Rovers finish 1st, winning the title and securing promotion for the 2nd consecutive season. Striker Gregg Blundell was the club's top goalscorer scoring 18 goals in all competitions.

2004/05 saw the club one of favorites for relegation at the start of the season but they were consistent and managed to secure a 10th placed finish under manager Dave Penney.
